Japan was preparing for powerful typhoon as it slowly approached the country's southwest at a bicycle speed, threatening to bring heavy rains and strong winds and causing airlines to cancel flights and train operators to delay or suspend services through the weekend. Typhoon Shanshan was at about 120 kilometers (75 miles) south of the southern island of Yakushima on Wednesday morning as it headed north toward Kyushu, packing winds of up to 180 kilometers (112 miles) per hour, according to the Japan Meteorological Agency. The agency said the typhoon is expected to reach southern Kyushu and possibly make landfall Thursday, and issued a high-level warning against violent winds, high waves and heavy rain for the Kagoshima prefecture. Disaster Management Minister Yoshifumi Matsumura, at a taskforce meeting Wednesday, urged residents in Shanshan's predicted path to take precautionary measures early, such as by checking their nearest shelters, to save their own lives. UN climate talks head highlights urgency of financial help for poor nations

The head of upcoming climate negotiations told world leaders Wednesday that a new financial aid package for poor and disaster-struck nations is the urgent, make-or-break goal of United Nations talks this fall. Time lost is lives, livelihoods and the planet lost, said Mukhtar Babayev, the Azerbaijan ecology minister and president-designate of November climate talks in Baku, Azerbaijan. At the same time, Simon Stiell, the United Nations' top climate official, made an emotional plea for a stepped-up fight against the growing cost of unchecked climate carnage from his hurricane-demolished hometown of Carriacou, Grenada, in some of the first video from the devastated island. Beryl is yet more painful proof, Stiell, executive secretary of the UN's climate agency, said from the remnants of a neighbour's house that had lost its roof and walls. Every year fossil fuel-driven climate costs are an economic wrecking ball hitting billions of households and small businesses. If governments ...

PIL filed in Supreme Court over multiple bridge collapse incidents in Bihar

A PIL has been filed in the Supreme Court seeking directions to the Bihar government to undertake a structural audit and set up an expert committee to identify bridges that can be either strengthened or demolished based on the findings. Ten incidents of bridge collapse have been reported in Bihar's Siwan, Saran, Madhubani, Araria, East Champaran and Kishanganj districts in over a fortnight. Many have claimed that heavy rainfall might have contributed to the incidents. The PIL, filed by advocate and petitioner Brajesh Singh, raised concerns about the safety and longevity of the bridges in the state that witnesses floods and heavy rains during monsoon. Besides setting up a high-level expert panel, it also sought real-time monitoring of the bridges as per the parameters of the Union Ministry of Road Transport and Highways. In the PIL, the petitioner said it was a matter of grave concern that Bihar is the most flood-prone state in India. The total flood-affected area in the state is ..

Papua New Guinea govt says landslide buried 2,000; formally asks for help

The Papua New Guinea government said a landslide on Friday buried more than 2,000 people and has formally asked for international help. The government figure is around three times more than a United Nations' estimate of 670. In a letter seen by The Associated Press to the United Nations resident coordinator dated Sunday, the acting director of the South Pacific island nation's National Disaster Center said the landslide buried more than 2000 people alive and caused major destruction. Estimates of the casualties have varied widely since the disaster occurred, and it was not immediately clear how officials arrived the number of people affected. Australia prepared on Monday to send aircraft and other equipment to help at the site of a deadly landslide in Papua New Guinea as overnight rains in the South Pacific nation's mountainous interior raised fears that the tons of rubble that buried hundreds of villagers could become dangerously unstable. Australian Defence Minister Richard Marl

Tornadoes kill 4 in Oklahoma; governor issues state of emergency

Tornadoes that tore through Oklahoma have flattened buildings across one rural town, killing at least four people, causing widespread power outages and leaving a trail of destruction, Gov. Kevin Stitt said Sunday. Nearly 30,000 people remained without power after tornadoes began late Saturday night. The damage was extensive in Sulphur, a town of about 5,000 people, where some downtown buildings were reduced to rubble and roofs were sheared off houses across a 15-block radius. You just can't believe the destruction, Stitt said. It seems like every business downtown has been destroyed. Stitt said about 30 people were injured in Sulphur alone. Dozens of reported tornadoes have wreaked havoc in the nation's midsection since Friday, with flood watches and warnings in effect Sunday for Oklahoma and other states including Kansas, Missouri, Arkansas and Texas.
