The Centre on Saturday rued that animal husbandry departments in state governments are not fully utilising central funds for development of this sector and urged them to spend money to implement projects.
Addressing an event to mark the 'World Veterinary Day', Union Minister of Fisheries, Animal Husbandry and Dairying Parshottam Rupala stressed on registration of birth and death of livestock for having a real time data.
The 'World Veterinary Day' honours the veterinary profession every year on the last Saturday of April.
Rupla said the government conducts 'Livestock Census' regularly, but there is no provision currently for registration of birth and death similar to human beings.
"This is a shortcoming in the animal sector," he said, and stressed on addressing this gap.
There should be some scientific way to count birth-death in livestock sector as real time data will benefit all stakeholder and help achieve higher growth, the minister said.

The Punjab government has introduced millets in the menu for players at all centres of Punjab State Institute of Sports to provide them with a balanced and nutritious diet.
"Millets will be provided thrice a week in the form of Ragi porridge (Dalia), mixed millet chapatis and Bajra-Dal Khichdi. Trainees will be made aware of the benefits of the consumption of millet through online and offline classes periodically," Sports Minister Gurmeet Singh Meet Hayer said on Wednesday.
He said this initiative is part of Chief Minister Bhagwant Mann's motto of a healthy and prosperous Punjab.
Principal Secretary, Sports Department, Rakhee Gupta Bhandari said the department has made full preparations to implement this new initiative.

The central government has released Rs 17,000 crore to states towards balance GST compensation, taking the total amount released so far this fiscal to over Rs 1.15 lakh crore, the Finance Ministry said on Friday.
"With this release, the Centre has released, in advance, the entire amount of Cess estimated to be collected this year till March-end available for payment of compensation to States," the ministry said in a statement.
Goods and Services Tax (GST) was introduced in the country with effect from July 1, 2017, and states were assured of compensation for the loss of any revenue arising on account of the implementation of GST for a period of five years.
For providing compensation to states, a cess is levied on certain goods and the amount of cess collected is credited to the compensation fund.

The Centre will soon invite private players along with Food Corporation of India and other state agencies to procure foodgrains for buffer stock, food secretary Sudhanshu Pandey said on Monday.
He informed that the Union food ministry has already written to all the state governments regarding this.
Addressing 82nd annual general meeting of Roller Flour Millers Federation of India, Pandey said that the Centre has given two clear messages to the state governments regarding procurement of foodgrains.
One is that the Centre would provide up to 2 per cent incidental expenses on the procurement undertaken by the state governments. Second, it wants to rope in private sector to buy foodgrains for the central buffer stock with an aim to improve efficiency and reduce the cost of procurement, he said.
"We also want to involve private sector in the procurement process. Why only FCI and state agencies should be procuring?" he asked.

The Supreme Court on Friday refused to entertain a PIL seeking an audit of the software used in electronic voting machines (EVMs) used by the Election Commission.
A bench comprising Chief Justice D Y Chandrachud and Justices J B Pardiwala and Manoj Misra said no actionable material that the poll panel acted in breach of constitutional mandate in holding polls has been placed before it.
The Election Commission is entrusted with the control over elections. Presently, the petitioner places no actionable material before this court to show that the poll panel has acted in breach of its constitutional mandate. There is no material before us which casts doubt on EVMs, the bench said.
Before filing the petition, PIL petitioner Sunil Ahya had made representations to the Election Commission seeking an independent audit of the source code of the EVMs.
The source code is the brain behind the EVM and it is about survival of democracy, Ahya said.

The CBI has registered a fresh FIR against IL&FS Transportation Network Ltd and its step-down subsidiary Spain-based Elsamex SA for allegedly misappropriating credit facilities to the tune of Rs 239 crore by cheating and diverting funds, officials said on Monday.
India Exim Bank had sanctioned a credit limit of Euro 35 million to Elsamex which is also a wholly owned subsidiary of Singapore-based ITNL International Pte Ltd in 2015 for securing and executing overseas contracts.
IL&FS Transportation is already facing a CBI probe for causing a loss of over Rs 6,524 crore to a Canara Bank-led consortium.

Ahead of Prime Minister Narendra Modi's scheduled arrival in Bhopal, senior BJP leader Uma Bharti on Monday said she expects the PM to give a positive signal about carving out a quota for OBCs within the recently passed women's reservation bill.
Earlier last week, Bharti had expressed her disappointment for not including the OBC (Other Backward Classes) quota within the constitutional amendment bill which provided 33 per cent reservation to women in Lok Sabha and state legislatures.
