The Centre through its various policies on borrowing was financially choking Kerala and the welfare and developmental activities it was undertaking, state Finance Minister K N Balagopal said in the Assembly on Monday.
The Minister referred to the financial restrictions by the Centre in response to a query by CPI(M) MLA I B Satheesh on how the central government was trying to weaken the Kerala Infrastructure Investment Fund Board (KIIFB) which bankrolls the majority of developmental projects in the state.
Balagopal said that one of the means adopted by the central government to financially choke the state was by adding to its borrowings the loans taken by KIIFB and the company which takes care of social security pensions.
However, the Central government implements national highway projects through loans taken by entities like National Highways Authority of India (NHAI), but these are not added to the borrowings by the Centre, he said.

Air India on Friday said it has completed the acquisition of its first A350-900 aircraft by way of a finance lease transaction with HSBC through the GIFT City.
This is also the first wide body aircraft to be leased through the GIFT City, the country's first International Financial Services Centre (IFSC).
In a release, the airline said the transaction was facilitated by its wholly-owned subsidiary AI Fleet Services Ltd (AIFS) and is also the first financing transaction from the orders for 470 aircraft that were made earlier this year.
Tata Group-owned Air India, which has embarked on an ambitious transformation plan, expects the first A350-900 aircraft to arrive in India by the end of this year.
According to the release, the airline has successfully acquired India's first Airbus A350-900 aircraft through a finance lease transaction with HSBC.
"This landmark transaction marks the beginning of our aircraft leasing business from GIFT IFSC, as AIFS will be the primary Air India Group .

NITI Aayog member Arvind Virmani has made a case for simplification of the whole system of business taxation as has been done in case of personal tax, saying faceless assessment may not work in all the cases.
Virmani further said that he is hearing from large corporations that faceless assessment sometimes can mean a kind of ignorance, because business by itself requires judgments of every expenditure.
"Business taxation is inherently problematic. And sometimes you need to explain it," he told PTI.
Virmani noted that business taxation for business doesn't mean only corporate tax,  it  also means the business elements of personal taxation.
"So, you can have a faceless assessment, it may work for 80 per cent cases but it may create more problems for 10 per cent.
"My solution is, you got to simplify the whole tax system for business taxation," the eminent economist opined.
In recent years, the government has simplified the income tax regime in India.
